Initial situation
Curaçao Airport Holding controls significant land reserves (approximately 2 million m²) around the airport in Curaçao, the Netherlands Antilles, in the Caribbean. This fallow land will be activated and returns generated from it. Nüesch Development AG was commissioned to develop a vision for governmental developement including a strategic master plan, land development plan and a business plan. Other parties contributed to the developement of this CAH plan also like Bluerise from the Netherlands and Key AG from Switzerland.
Just recently the Swiss parties formed a JV under the name ACE negotiating a Master Development Agreement. An exclusive agreement was signed as a first step. For the next 25 years a roughly 200 Mio $ will be invested into enabling high-end infrastructure for some of the following purposes;

Concept
ACE is now developing an extended vision with attractors on the basis of Curaçao’s key strengths:

• - Geographic position between North and South America. Building an intelligent communication system between the two ports of the Island.
• - European qualities (in particular EU law) due to its Dutch based law system for e-trade new finance models and logistics. Creating jobs in software developement and services.
• - Comparatively high level of education and language skills of population, enabling f.i. call centres. Tax advantages also contribute.
• - High potential for harvesting green energy: sun, wind, marine, etc.
• - Today the Curacao community and Airport City stands apart from another. The ACE business plan will interlink the two while the service industries- food and energy production, will need skillful people to operate.
• - Curacao Airport City due to its green technology (Water production by condensation, OTEC, SWAC, PV, Wind and ECO-Park) could reduce the cost of doing business at the airport and as a result attract R&D functions to come. At the same time, our food production parties are aiming at a food revolution on the Island of Curacao.
• - R&D needs to start attracting attention early on, therefor ACE developed with her partners a program to include all schools at Curacao. Going local! Curacao has a long history in food production, but that today should depend more on technologies. The famous MIT developed open source technology serving that purpose. This knowledge is made available to educate these kids and we are in preparation to include schools into the food production chain.
• - Food, energy, and water production brings Curacao a sustainable safe future, and help solve the problem of trade deficits, which is so common in SIDS and other areas in the world.

Realization
In a strategic master plan the usages that emerge from the vision get distributed over the site using judicious urban planning. The master plan is backed up with a concise business plan. The infrastructural projects required have been identified for the Airport Holding, with the suggestion to pre-finance site&services in order to raise the attractiveness of the land for private developers and investors. The Airport Holding will function as ‘landlord’ and make fully developed land parcels available for lease, with adequate building legislation in place.
ACE has the strong social intention to collaborate with Island industries services and people at Curaçao. Creating a strip of wealth at Curacao to contribute to the poor - rich gap is of no interest to us. It will further destabilize the world.
